Myanmar Mechanism calls for information on deadly airstrike on hospital in Rakhine State
Geneva, 12 December 2025 – The Independent Investigative Mechanism for Myanmar is seeking information from anyone who witnessed or has direct knowledge of the airstrike on Mrauk U General Hospital in Rakhine State, Myanmar. The attack on 10 December 2025 reportedly struck the 300-bed hospital while it was full of patients, killing at least 30 people and injuring at least 70 others.
Under international law, medical facilities such as hospitals are specially protected civilian objects and must not be attacked. This protection also extends to medical personnel and the sick and wounded. Deliberate or indiscriminate attacks against these protected persons and objects is a violation of international law and may constitute a war crime.
This incident may be one of the deadliest attacks on hospitals since the military takeover in February 2021. It follows numerous attacks on medical facilities across Myanmar, which have further limited civilians’ access to essential services already disrupted by ongoing conflict and violence.
The Mechanism is seeking first-hand information from survivors, patients, caregivers, medical personnel and other witnesses or organizations with direct knowledge of the incident, including:
information about the victims, including casualties, injuries and related photographs and videos;
information about the hospital and its associated buildings, including photographs, videos, drone footage and other materials showing damage;
information about the aircraft used, including the Air Force bases from which they were deployed;
information about the weapons used, including photographs and videos of the remnants of the weapons;
information about financial and other material support that may have facilitated the attack, including the provision of fuel;
information about the personnel involved, including the pilots and any other individuals who gave or carried out orders; and
information on whether any evacuation warnings were issued prior to the attack.

The Independent Investigative Mechanism for Myanmar (IIMM or Mechanism) was created by the United Nations Human Rights Council in 2018 to collect and analyse evidence of the most serious international crimes and other violations of international law committed in Myanmar since 2011. It aims to facilitate justice and accountability by preserving and organizing this evidence and preparing analysis that can be used by authorities to prosecute individuals in national, regional and international courts.
